This is a WD-only version of Hants 83.16 in its uncoloured form with an October 1879 embossed printing date.
The main addition is the New South Parade Pier, opened in 1879. Trees have been planted along the northern flanks of Southsea Castle. These would seriously impede the defenders in dealing with an attack on those faces.
