The base map is a sales version of Hants 83.8.11 printed September 1879; in 1874 there was nothing that could not be made publicly available.
The only MS additions are of Unicorn Buildings, extended since 1874. Although this drawing was stamped 'WD only', it was evidently decided that Unicorn Buildings were harmless and so the printed map could remain on public sale - see https://maps.nls.uk/view/231279441
Close by Unicorn Buildings is Unicorn Gate, where the Dockyard Railway disappears into the Dockyard Extension, about which not only the public but also the WD were denied any knowledge.
